That is an excellent question! When one touches the giant hogweed, one experiences burns instantly. But the toxin which is called furanocoumarin, on coming in contact with light, causes skin to ulcer and blister. Did you know that sometimes the scars from these blisters can take months or years to heal! So, you might be right, we can prevent some damage by keeping the person indoors, but actually the harm is already done!
